Wagoner County Deputy arrests indecent exposure suspect


On 5/28/22, Deputies responded to the Dollar General Store at 29082 E. 690 Rd. in Wagoner for a call of Indecent Exposure. Parties on scene reported an unknown male entered the store at 1255 hours, moved around the store for about 15 minutes before finally proceeding to the pet food aisle. The suspect then began to masturbate openly in the middle of the store. Two female victims both witnessed the unknown suspect performing a sex act upon himself. The suspect exited the store quickly after seeing that he was observed by the female victims.

A short time later, Lt. Ben Noble was able to identify the suspect in the case.  Lt. Noble made contact with the suspect, identified as Kelley Fish of Wagoner, Oklahoma, who after being read his rights, admitted to the act.  Due to Fish being a Cherokee Nation Citizen, one of the adult female victims being a Muskogee Creek Citizen, and the incident happening within the bounds of the Muskogee Creek Reservation, Lt. Noble had to seek an arrest warrant through the Muskogee Creek Nation.

On 7/27/22, Lt. Noble observed the suspect Kelley Fish driving through Wagoner County and confirmed that the arrest warrant through Muskogee Creek Nation had been processed.  Additionally, Lt. Noble confirmed that the Muskogee Creek Nation wished to place a hold on him if arrested. Lt. Noble followed Fish to his residence, where he made contact with Fish and placed him under arrest for his warrant. Fish was transported and booked into the Wagoner County Detention Center with a hold for the Muskogee Creek Nation.  Muskogee Creek Nation Lighthorse Police transported Kelley Fish to their facility on 07-27-2022 at 1600 hours.
